Section
1- Administration of Governing Rules
-
These
governing rules are the methods of achieving the purpose of the C18
fleet charter. They are the rules that guide the functionality of
the fleet. These rules are to be changed as needed and are always
a work in progress. These governing rules provide the written memory
of how the fleet gets things done so that the fleet membership has
a written history to work from.

The
C18 Fleet Executive Committee has the power to simplify, clarify,
or correct the language of any rule if the intent or purpose remains
unchanged.

Governing
rules are created or changed by the majority vote of the fleet membership.
Section
2 Membership Classifications and Privileges
-
"Charter
Members/Titled", "Charter Members", "Fleet Members"
and "Regular Members" boat privileges are extended to their
spouse and children under the age of 22. Charter Memberships closes
30 days after the approval of the C18 Charter by the WYC Board of
Directors.

A
"Charter Member/Titled" has the privileges of voting and
holding office. A Charter Member/Titled pays no usage fees for the
04/05 and 05/06 seasons, and pays 50% of the annual Regular (or Fleet)
membership fee for the 05/06, 06/07, and 07/08 seasons. Charter Member/Titled
receive priority boat booking (up to 14 days in advance) and unlimited
boat usage subject to availability through the 07/08 seasons.

A
"Charter Member" has the privileges of voting and holding
office. A Charter Member pays no usage fees for the 04/05 season,
and pays 50% of the annual Regular (or Fleet) membership fee for the
05/06 and 06/07 seasons. Charter members receive priority boat booking
(up to 14 days in advance) and unlimited boat usage subject to availability
through the 05/06 seasons.

A
"Fleet Member" has the privileges of voting and holding
office. A Fleet Member pays no usage fees, receives priority boat
booking (up to 14 days in advance) and unlimited boat usage subject
to availability through the season of membership.

A
"Regular Member" has the privileges of voting and holding
office. A Regular Member receives regular boat booking (up to 7 days
in advance) and unlimited boat usage at the boat usage fee rate for
the season of membership.

A
Membership Season extends from July 1st through June 30th of the following
year.

Membership
dues for the 04/05 seasons are:
a.
Charter Membership/Titled - $500
b. Charter Membership
- $250
c. Fleet Member
- $250
d. Regular Member
- $100
- Repair Expenses
Members are responsible for paying for the repair of damages
the Executive Committee determines occurred due to a members (or
members family) misuse of the boat.
Section
3 Fleet Organization, Fleet Officers, Duties and method of election

The
Catalina 18 Fleet Executive Committee will consist of the:
- C18 Fleet Captain
The Fleet Captain is the chief executive. He/she shall preside
at meetings, rule on procedure and jurisdiction, summarize decisions,
appoint special committees and authorize payment of all bills.
- C18 Fleet Secretary
The Fleet Secretaries duties include:
a.
Keeping the governing rules up to date.
b. Maintaining
and post race results.
c. Maintaining
historical records of trophy winners.
d. Purchasing
trophies and keep perpetual trophies up to date.
e. Officiating
in the absence of the Fleet Captai
- C18 Fleet Treasurer
The Fleet Treasurers duties include:
a.
Maintaining the C18 fleet funds.
b. Paying C18
fleet bills as approved by the C18 Fleet Captain.
c. Providing
a financial report at the annual fleet meeting or when requested
by fleet
members.
d. Maintaining
the member roster.
e. Maintaining
the list of "Qualified C18 Skippers" and provide the list
to the
WYC Rear
Commodore.
f. Maintaining
a long-range plan/budget for such things as sail replacement.
- C18 Fleet Measurer
The Fleet Measurer will ensure the C18s are maintained
as a one-design fleet. Duties include:
a.
Maintaining an equal mast rake and rig tension on all boats.
b. Coordinating
the purchase and installation of all equipment so that the boats
are equally
equipped.
c. Coordinate
boat repairs and maintenance so that the boats are maintained
as a one
design fleet.
- C18 Port Captain
will be responsible for the boat usage calendar. Duties include:
a.
Administration of the registration of skippers for racing and assigning
the
skippers
to boats and to race days.
b. Administration
of the sign-up for boat usage and collecting usage fees.
c. To coordinate
special race events.
- Elections
C18 Fleet Officers shall be elected at each year's Annual Meeting and
serve from July 1 through June 30th. Each shall be nominated, seconded
and voted upon separately by the fleet members. The candidate receiving
the greatest number of votes shall be considered elected.
Section
4 Annual Meeting
-
The
C18 Annual Meeting shall be held each year in June. The order of business
for the annual meeting is as follows:

of members
c. Reports of
the officers
d. Approval of
dues for the coming year
e. Approval of
Registration Fees, Usage Fees and the Trophy Budget for the coming
year
f. Proposed rule
change discussion and voting
g. New Business
h. Election of
Officers for the New Year

- Membership dues
for the 04/05 season are:
a.
Charter Membership/Titled - $500
b. Charter Membership
- $250
c. Fleet Member
- $250
d. Regular Member
- $100
- Usage Fee
The Daily Usage Fee for the 04/05 seasons will be $10 on Monday through
Friday and $25 on Saturday and Sunday.
- The Executive Committee
will determine the Trophy Budget.
- The C-18 Fleet
will provide the boats to be used by the junior sailing program and
Summer Camp at no cost.
- The times the
boats could be used would be agreed upon by the Junior Program instructors
and the C-18 Executive Committee, at least 30 days before the intended
use.
- The junior
program instructors, Bob Fleming, Lyle Schlyer, Mark Miller and
Brian Foster are recognized as Qualified Skippers and must abide
by the C-18 Fleet Governing Rules regarding boat usage.
- An instructor
must be on board the boat when sailing with the juniors and sign
the WYC Financial and Personal Liability form, taking financial
responsibility for any damage to the boat.
Section 5
Racing Rules
-
Regattas
Racing will be at scheduled WYC events, unless the regatta
format is changed by the Executive Committee.

Crew
A Qualified Skipper will select, organize and manage the crew.
-
Crew
Number The crew will consist of a Qualified Skipper and:
a.
A minimum of one (1) crew.
b. A maximum
of four (4) crew.
c. Skippers will
make every effort to take out fleet members who want to crew.
- Number of Races
There will be three (3) races, unless there is time for additional
races and it is agreed to by the skippers racing.
- Course The
regular courses of the WYC will be used by the C 18 Fleet.
- Boat and Race Day
Assignments The C18 Fleet Port Captain will coordinate the assignment
of boats on race days to registered skippers.
- Special Racing
Events The Special Racing Events will include:
a.
Wednesday Evening Series Consisting of selected Wednesdays
in May, June, July, August and September.
b.
Fleet Championship Regatta Which will be held at the Louise
Kapus Memorial Regatta.
c.
4th of July - Around the Lake Race.
d.
The fleet will make every effort to participate in Regattas on other
lakes and in the ocean.
- The C-18 Fleet
will provide the boats for Special events such as the Skipper of the
Year Regatta and Boat Parade.

In
order to avoid, calendar conflict, the times the boats could be
used, must be agreed upon, at least 30 days in advance, between
the Sailing Committee and the C-18 Executive Committee..
-
The
sailors will have to become Qualified Skippers and must abide
by the C-18 Fleet Governing Rules regarding boat usage.
- The sailors
will have to sign the WYC Financial and Personal Liability form
and take financial responsibility for any damage to the boat.
- Trophies - A 1st
Place trophy will be awarded to the winning Skipper at each Regatta,
Wednesday Evening Series, Fleet Championship Regatta and the 4th of
July - Around the Lake Race.
Section
6 Boat Usage Privileges
-
Access
- Only C 18 Fleet members will have key access to the C18 boats. For
a boat to leave the dock there must be a responsible person who is
a "Qualified C18 Skipper" or "C18 Certifier" on
the boat.

Qualified
C18 Skipper To be a "Qualified C18 Skipper" a sailor
must have a current C18 membership and have successfully demonstrated
knowledge and ability in the following areas and sailing with a "C18
Certifier" on board:
- C18 Certifier
"C18 Certifiers" are designated by the C18 Executive Committee
to use the C18s to conduct training and to certify sailors who meet
the requirements as "Qualified C18 Skippers".

All
Qualified Skippers must sign the standard WYC Financial and Personal
Liability form, which among other duties, requires the Qualified Skipper
to take financial responsibility for any damage to the boat when they
use it.

Cleaning
- Skippers are responsible for making sure the boats are cleaned and
put away properly after racing or usage.

Skippers
are responsible for taking home and cleaning a boats Portable
Toilet if used. There are no facilities at the WYC for cleaning Portable
Toilets.

Suspension
of Usage Privileges - The C18 Executive Committee can reduce or remove
the usage privileges of a C 18 Fleet member based on the misuse of
the C18s or their equipment.

The
C-18 Fleet will make the boats available to WYC members who are not
members of the fleet:
a.
Users will pay $20.00 per day on weekdays and $50.00 on weekends
to use the boats.
b.
Users will use the same reservation system as fleet members, reserving
the boats (48 hours prior to the intended date of usage) on a time
available basis, with fleet members having priority.
c.
Users will be checked out and become a Qualified Skipper and must
abide by the C-18 Fleet Governing Rules regarding boat usage.
d. Users will
have to sign the WYC Financial and Personal Liability form and take
financial responsibility for any damage to the boat when they use
them.
- The C18 boats may
not be taken out of the Lake, to be used in another location, for any
reason without the specific permission of the Rear Commodore and the
C18 Executive Committee.
Section
7 Fund Raising, Donations and Assessments

Fund
Raising The Executive Committee will be responsible for organizing
fund raising activities for the Fleet.

Donations
- The Fleet is authorized to accept donations from Fleet members or
outside sources.

Assessments
- If the Fleet is unable to raise the funds needed to operate and
maintain the boats, an assessment can be proposed and must be approved
by 2/3 of the Fleet membership.
Section
8 Changes to the Governing Rules
1. Changes
can be proposed by the Executive Committee at any time by calling a
Special Meeting of the members of the Fleet. Such changes must be approved
by 50% of the members voting at the meeting.
